The present book is the outcome of an evaluation study of distribution of ceiling surplus land in Rajasthan. It briefly reviews the process of land reforms in general and the imposition of ceiling on agricultural holdings in particular in the state in the context of the national policy. The various issues relating to distribution of ceiling surplus land to landless and poor such as area, quality, utilization and income have been examined. It further probes into the benefits derived by the beneficiaries to see how far the programme has fulfilled avowed objectives of equity and social justice. It is a meaningful contribution to the debate on the impact of land redistribution on the poor. L.C. Gupta has held many senior positions in the administration of Rajasthan such as Collector, Member of Board of Revenue and Secretary to the Government.
